PARIS (AP) ? French presidential candidate Francois Hollande, leading in polls but lacking in ideas that stick in voters' minds, finally dropped a bombshell: As president, he would levy a 75 percent tax on anyone who makes more than ?1 million ($1.33 million) a year.

The flashy idea from the normally bland Socialist proved wildly popular, fanning hostility toward executive salaries and forcing President Nicolas Sarkozy to defend his ostentatious friendships with the rich. It also unleashed debate in the French press about whether the wealthy would decamp for gentler tax pastures.

As much as France likes the plan, it does not seem to have assured Hollande's victory, which, just three weeks before the first round of voting, is growing more uncertain as Sarkozy reaps the benefits of projecting presidential mettle following France's shooting attacks.

Polls put the two men neck-and-neck in the first round April 22, and show Sarkozy gaining on Hollande for the decisive runoff May 6.

Centrist candidate Francois Bayrou has dismissed the plan as absurd ? contending that when all was added up, the top bracket would be taxed at nearly 100 percent. Many economists are also scratching their heads over the tax ? seeing it as dangerous at worst and ineffective at best ? and even Hollande admits it's not meant to balance the budget.

Still, the "Fouquet's tax" ? so named by some in the press after the tony restaurant where Sarkozy celebrated his 2007 presidential win ? is riding and in part fueling a resurgence of the French left. The tax-the-rich proposal has garnered as much as 65 percent approval in some polls.

All that has helped Hollande, often perceived as amiable but uninspiring, to distinguish himself from his main opponent, said Jean-Daniel Levy, a pollster and political analyst.

"Nicolas Sarkozy has a double difficulty: On the one hand, he is perceived as a president who is close to the rich, which is not a good sign in France. And he is also seen as a president who oversaw inegalitarian policies," he said. The tax, he added, "allows Francois Hollande to take control again and to paint a negative portrait of Nicolas Sarkozy."

But there is a danger that Hollande hit the nerve too well.

Many voters have swept right past Hollande and into the camp of far-left candidate Jean-Luc Melenchon, who has electrified voters with calls for a new French revolution and who some polls say will come in third or fourth in the first round of elections. That could bleed support away from Hollande in the first round, depriving him of crucial momentum going into the second one.

Antipathy for the rich is widespread in France, where wealth is meant to be discreet and climbing the social ladder to build yourself a mansion isn't a common narrative.

Hollande himself once famously declared "I do not like the rich" ? a statement that only boosted his political standing among those who think wealth should be redistributed instead of accumulated.

"The problem is not the level of taxation you suffer," said Hazan, who heads the tax department at law firm Salans. "The problem is when you cannot anticipate how much you will be paying."

The French tax code has long been unpredictable, she said, but it has become even more so in recent months. As Sarkozy's administration has tried to keep a series of budget targets that are central to his credibility and reassure markets that France can manage its debt, the number of changes to tax law have come fast and furious.

When he put taxes at the center of his campaign, Hollande unleashed a new flood of tax proposals, creating more uncertainty. Sarkozy, too, has vowed to hunt down French people who have fled the country purely to escape high taxes and make them pay the difference between what they're paying in their haven and what they would have to pay in France.

In all the discussion about how much the rich make and how much they should pay, Sarkozy has also been put on the spot ? again ? about a lavish party to celebrate his presidential victory at Fouquet's and a vacation on a friend's yacht he took shortly after. These moves quickly earned him the moniker "President Bling Bling," and he has struggled ever since to shed the image of a man too comfortable with money.

Five years after the victory party and the yacht trip, Sarkozy is still fielding questions about them. He most recently defended the vacation in an interview not long after Hollande's proposal when he called it a last-ditch attempt to save his marriage to Cecilia, whom he divorced not long after taking office.

But Hollande has struggled to harness this momentum.

Hollande bungled the announcement of his new tax, initially saying it would apply to households bringing in more than ?1 million ? about $1.33 million ? a month, before clarifying he meant an individual's annual revenue.

He has also failed to provide a coherent narrative for why the tax is needed. He started out by saying that, in tough times, the rich had to pay their fair share, before later conceding it would only bring in about ?100 million to ?300 million each year. France's public debt is ?1.7 trillion ($2.3 trillion).

Then he said it would put pressure on companies to lower ballooning salaries, noting that that executive pay for France's 40 largest public companies ? the ones that make up its CAC-40 stock index ? rose 34 percent in 2010, while most of Europe was fighting for its very existence.

In the end, Hollande has settled on casting the tax as simply the right thing to do.

"It's not a question of return," he told RTL radio station. "It's a question of morality."

I set up a monthly withdrawal from my checking account to my ShareBuilder investment account. I began with just $50 each month split up between two or three stocks. • Check out companies that get picked for annual lists in publications like Forbes or Fortune. Check out the lists of best American companies, best publicly traded small companies, best companies to work for, etc. A team of journalists did a fair amount of research to come up with each of those lists, and that makes this approach akin to a very light version of fundamental analysis.
• When you have a good idea based on your research of some stocks you might like to buy, use Google Finance to look up the stock symbol. See how it?s been faring over the past year or so. The markets fluctuate violently sometimes; did this stock fluctuate a lot, as well? Is it recovering or on an upward trend? Simply looking at the numbers and charts you see there is the simplest form of quantitative analysis or technical analysis, two other approaches to investment.
• Once you do these super-duper light versions of fundamental and quantitative/technical analysis, dip your toes into the water. Put $20 or $25 per month into that company?s stock, and just see where it goes. If you wait a couple months and you lose 4% or 10% or even 20%, you shrug and you sell, and the bet only cost you a few bucks. If you start gaining and you like what you see, you can start increasing that investment.
• Finally, remember that you are not a day trader, so you don?t need to be obsessing over your stocks? performance every day. You?re in it for the long haul, so check in a couple times a month on your nest egg, not more.
• If the general stock market takes a dip, do not freak out. The stock market has been diving and recovering since its inception. In fact, a down period can be a really, really great time to buy stock that would otherwise be out of your price range, or to pick up a few extra shares of a stock you?re already investing in. This is a very basic principle of contrarian investing.

That being said, that low roof does makes things a little tighter around the head and shoulders (I found the seatbelt a little tough to reach) and that super-slanty windscreen makes it so the rear-view mirror is right up in your grille.

But, adjust the 12-way power seats (both the driver and front passenger get these) and you?ll find that the overall driving position is nice, the compact interior made a little more airy by the standard power moonroof. Our tester featured the $3,225 Technology Package, which gives you navi, sat radio and a back-up camera. The interface is an intuitive one, but the response time is astonishingly slow. I can?t count how many times I?d start the car and try to select ?radio??just regular, AM/FM radio?and all I?d get was a blank screen saying ?System starting?? Those ellipses and the end? May as well have been an infinity symbol for how long it would take.

You also get a 10-speaker Dynaudio system with the package and the sound quality is good, if a little week on the lower end.

Of course, if you?re like me and feel that the features list only matters if the car has the dynamics to match it, then you?ll be happy in this car and all that techy stuff will most likely be put on the back-burner after the first couple of blocks.

The CC moves through the air like a hot knife through butter thanks to that slippery shape, which helps provide a nice, quiet journey forward without the drag caused by a tall roofline and upright windshield (the car?s coefficient of?drag?is a?paltry 0.28). Also refreshingly absent is the presence of heavy road noise, even on the R-Line?s 18-inch wheels?you can thank a healthy portion of sound-deadening materials around the front bulkhead and wheel wells for the relative silence.

Coupled with an excellent suspension set-up featuring MacPherson struts up front,?stabilizer?bars at both ends and a fully-independent four-link set-up ant the rear, you have a comfortable ride that?s just on the right side of firm without being bone-jarringly so. However, this being a more performance-oriented car, the telescopic shock absorbers are sport-tuned, so when it comes time to dance through the twisties, the CC is ready to oblige.

As mentioned before, there is an available 280 horsepower V6 available if you opt for the ?Highline V6? trim package, but to be perfectly honest, I?d say you can probably skip it. My tester had the VW group?s venerable 2.0 Litre turbocharged inline-four engine, which resides under the hood of hundreds of models worldwide if it resides under the hood of one and it works well here.

Needless to say, I?ve sampled many cars with it before but never has it felt as at-ease as it did here. I?m not lying when I tell you that when I first picked the CC up from VW?s Canadian headquarters and promptly set out on the highway to return home, I would not have been surprised had you told me that this particular car was powered by that optional V6, so effortless was the power delivery. In-gear acceleration from 90-110 kilometers per hour was as instantaneous as a turbo motor could be, so that it felt like there was much more than the advertised 200 horsepower and 207 pound-feet of torque going to the front-wheels.

On-hand to control the power is a six-speed manual transmission, with the option to upgrade (if that?s what you want to call it) to six-speed Direct Shift Gearbox (DSG) for an additional $1,400, which either handles the shifting duties for you or lets you do the work yourself in Tiptronic mode. If I?m a little facetious when I question calling the switch to the auto an ?upgrade?, it?s because the manual just works so well. The shift gates are well spaced out and defined, the lever action positive and lever itself finished in high-quality leather that?s wonderful to the touch. Plus, if you?re really going to complete the switch from a standard sedan to a sports coupe, shouldn?t you be wanting to shift the gears yourself? Of course, the auto will always outsell the manual?I?m sure most buyers of the CC will fancy a relaxing cruise more often that a spirited back-road jaunt, but that?d be a shame because this car really is a peach to drive. Plus, even with the manual, which is supposed to use more fuel than the auto, we saw 12.5 litres per 100 kilometers on the road, and a paltry 8.7 on the highway, when driven gingerly. Impressive.

With the exception of strange analogue clock, the interior is top-class thanks to nice seats, leather-wrapped flat-bottomed steering wheel and high-grade materials. Back seats are tight, but you actually have more headroom here than in a Passat

You feel like you really behind the flat-bottomed wheel of a very unique car in the CC, and that could very well be enough to sway many buyers away from the plethora of sports-sedans and luxury mid-sizes on the market today. In an age where sedan shapes are often lacking in differentiation from one to another, the CC is sure to stand out; indeed, when you see them on the road they grab your eye often because you?re aren?t really sure what you?re looking at, yet you want to find out. Now, imagine experiencing that every time you opened your garage door? If you can?t tell already, I sure I wouldn?t mind.
