Romney's ride stays remarkably smooth in GOP race

Romney 2012

DES MOINES, Iowa (AP) ? Regardless of whether Mitt Romney wins the Iowa Republican caucuses, he has enjoyed a remarkably easy presidential race so far.

When his rivals have stopped battering each other long enough to criticize him, they've often done so tentatively and ham-handedly. Romney's injury-free journey is all the more surprising because, despite some obvious campaign skills, he has well-known vulnerabilities ripe for attack.

The turn of events has astonished campaign pros in both parties, who expected Romney to be more bloodied. And it has dismayed President Barack Obama's allies, who assumed Republicans would at least soften up the man they viewed as the likeliest nominee from the start.

Romney began the campaign de-emphasizing Iowa. But his rivals' inability to produce a clear leader has opened a possible path for him to win.

Datawind: The Company Behind India?s $35 Tablet

datawind

As I mentioned yesterday, our readers have shown great interest in India?s much-anticipated $35 tablet, the Aakash. But thus far there have been few details to pass on about the development of the device which has been subject to repeated delays, the latest saying a January release is expected.

But today there?s a wonderful piece in The Globe and Mail spotlighting the company who won the contract to create the Aakash, Montreal-based Datawind. It focuses on the company?s Indian-born, Canadian CEO Suneet Singh Tuli, who along with his brother scrambled to put together a bid for the Indian government?s contract back in February.

It?s a great read, and I suggest you drop over to The Globe and Mail website to check it out. I also came across a talk that Suneet gave in Toronto recently, which you can check out below.

What I found most interesting in the piece was that Suneet has subsequently received inquiries from Thailand, Turkey, Sri Lanka, and many other countries, all interested to talk about Datawind?s cheap tablets. With any luck the Aakash will have a successful launch in India, and we hope we see it popping up in other countries here in Asia as well.

Rangers Vs. Capitals: Washington Looks To Rebound Once Again Against New York

The Caps will look to make a statement Wednesday against the East-leading Rangers at Verizon Center. The game starts at 7:30 p.m.

Dec 27, 2011 - The Washington Capitals have been trying to rebound so much this season that they could rival the Washington Wizards.

After yet another setback Monday, the Caps look to regroup and make a statement against the Eastern Conference-leading New York Rangers Wednesday at Verizon Center.

Monday's 4-2 loss to the Buffalo Sabres sent the Caps to their seventh loss in 12 games under Dale Hunter. Washington is on the outside of the East playoff picture in 11th place; according to NHL.com, this is the latest the Caps have been out a playoff spot since April 4, 2008.

While the Caps are reeling, the Rangers are surging. New York has won five straight and seven of 10 to take control of the East. Marian Gaborik is tied with Tampa Bay's Steven Stamkos for the NHL lead with 22 goals and Henrik Lundqvist has three shutouts, tied for second among goaltenders.

The Rangers defeated the Caps 6-3 November 25 in the teams' only meeting so far this season. New York has scored six or more goals against Washington three times during the regular season since the start of last year.

HBO's cameras will be at Verizon Center Wednesday as they follow the Rangers in preparation for the Winter Classic next week. The Caps lost to the other team being profiled, the Philadelphia Flyers, 5-1 December 13.

Expedia touts verified hotel reviews

By Harriet Baskas, msnbc.com contributor

Travelers considering using Expedia.com to book a room at the three-star Circus Circus Hotel and Casino in Las Vegas will find rates starting at $44 and descriptive copy promising ?newly remodeled? rooms and ?world-class circus acts.?

Sounds fun. But under the ?Guest Reviews? tab, potential guests will also find two recent reviews calling the hotel ?not the best? and ?more like average average.?

Could those write-ups be the handiwork of a couple of clowns from the competition down the road?

Not likely. At least not anymore.

In a move designed to make better use of its growing database of millions of traveler-generated hotel reviews and assure users that its reviews are not faked ??an issue other sites are dealing with ? Expedia has rolled out a new hotel booking platform with a revamped ?Expedia Verified Reviews? program.

The enhanced program allows travelers to filter hotel searches in new ways (for example, by proximity to a sports stadium) and confirms that each review ? good or bad ??was written by an Expedia customer who actually booked and stayed at that hotel.

With a new review form that rolled out last week, Expedia is also gathering more information.

?We?re starting to collect interest information,? said John Kim, Expedia?s senior vice president of global products. ?We get a lot of requests for reviews that would be useful for people with dogs or for hotels that would be good for foodies. The new form we send out after a hotel stay allows customers to write reviews for a specific audience.?

The verification process may narrow the pool of reviewers, Kim said, ?but we can get high quality, narrow content that is useful because we have so many users.?

Sites such as TripAdvisor, recently spun off from Expedia, that allow user reviews was a transformational travel achievement, said Bjorn Hanson, divisional dean of New York University?s Preston Robert Tisch Center for Hospitality, Tourism, and Sports Management. ?Now the idea of verified reviews is a major enhancement,? he said.

Hanson notes that verifying a review doesn?t prevent unfair or unreasonable reviews, but ?it does prevent the work of unscrupulous competitors and consumers unhappy with a prior experience with that brand from posting a baseless review.

?It doesn?t make TripAdvisor look bad,? said Hanson. ?It makes Expedia look like it?s advancing the state of the art, which is a competitive advantage.??

FBI joins search for missing Indiana girl (AP)

FORT WAYNE, Ind. ? FBI agents joined the search for a missing 9-year-old Indiana girl with physical and emotional problems on Monday, descending on the mobile home park where she lived that's a known haven for registered sex offenders.

About a half-dozen people in black windbreakers, several of whom identified themselves as FBI agents, were at the mobile home park in Fort Wayne where Aliahna Lemmon went missing from a family friend's home on Friday. Some with search dogs were seen at a nearby storage facility.

FBI agents also were outside a trailer identified by the girl's step-grandfather, David Story, as her mother Tarah Souder's home. A box truck was backed up to the mobile home Monday night, and a sheriff's official said a forensics team was sweeping the trailer looking for evidence such as hairs and fibers.

Across the street more than 100 people gathered at a candlelight vigil and prayed for the girl's safe return. Story cried briefly as he thanked the crowd for their support.

Monday's renewed search came a day after local police significantly rolled back a coordinated effort by several law enforcement agencies, said Fort Wayne police spokesman Cpl. Jeremy Tinkel. He said the same size search could not be sustained on Sunday because of the Christmas holiday.

Local police haven't said what they think happened to Aliahna.

"Children don't just walk away during Christmastime," said David Story, Aliahna.'s stepgrandfather.

Meanwhile, agents at the scene Monday wouldn't say why the FBI was involved. An agency spokesman didn't immediately return phone calls and e-mails seeking comment.

More than 100 emergency workers conducted an extensive search Saturday for Aliahna around the rundown mobile home park on Fort Wayne's north side where she was last seen. No active search was done Sunday for the girl.

According to a state website, 15 registered sex offenders live at the mobile home park that numbers about two dozen homes.

Elizabeth Watkins, 52, who has lived at the park for six months with her 4-year-old granddaughter, said it's well-known that several sex offenders live in the neighborhood.

"It's scary," she said. "I don't know how a parent could leave their child alone."

Aliahna's mother, Tarah Souders, 28, told The Journal Gazette her daughter has vision and hearing problems and suffers from attention deficit disorder and emotional problems. She also has a history of sleepwalking, family members said.

Aliahna and her sisters were staying at a family friend's nearby home because their mother had been sick with the flu and Aliahna's stepfather works at night and sleeps during the day, The Journal Gazette reported Monday.

Mike Plumadore, 39, told the newspaper Sunday that he left the three girls in his mobile home about 6 a.m. Friday and went to a gas station about a mile away to buy a cigar. Authorities have said the store's surveillance video shows him there about that time.

"I had deadbolted the door," he said. "When I got back, all the girls was here."

He said he smoked his cigar and went back to sleep, then woke up about 10 a.m. when Aliahna's mother called. After that call, he realized the door to the home was unlocked and that Aliahna was gone. He said Aliahna's sisters, both 6 years old, told him that Aliahna had left with her mom.

Plumadore said it wasn't until he talked with Aliahna's mom about 8:30 p.m. that they realized she was missing and police were notified.

Plumadore is not listed on the state's website that lists registered sex offenders. He has a criminal record in Florida and North Carolina that includes convictions for trespass and assault, along with traffic and alchol-related offenses.

Tarah Souders said miscommunication between the two of them caused the delay in determining that Aliahna had vanished.

"She's never wandered off," Souders said. "She's never done anything like this before."

But Aliahna does have a history of sleepwalking, even unlocking doors and going outside while sleeping, said her grandmother, Amber Story.

"I just hope that she's not suffering or in pain," Story said.

Souders said her daughter also has vision and hearing problems and suffers from attention deficit disorder and emotional problems.

'Unlucky' Cowan bats for DRS in India-Australia series

Australia's Ed Cowan walks off after his dismissal on the first day of the first Test against India at the MCG. (AFP Photo)

MELBOURNE: He batted as if he was born to play Test cricket.

Debutant Ed Cowan, who is in the form of his life, hardly put a foot wrong during his 294-minute knock of 68 at the MCG on Monday before being controversially given out caught behind off R Ashwin by umpire Ian Gould.

He hid his disappointment well at end of the day's play with a smart take on the issue.

Asked whether he had nicked the ball, Cowan smiled, saying, "It was a bit of a lazy shot ... you saw the replays, you saw my reaction, you can join the dots I guess."

Cowan took the opportunity to lend his voice to the growing demand for the Umpire Decision Review System ( DRS) in all series.

"As someone who loves his cricket and has watched a lot of cricket, I just don't understand why it (DRS) can't be handed down by the ICC to be uniform in all games. And that's me speaking as an outsider, not as someone who has been in the bubble for a long time. It is an interesting one, we'll see how it pans out, I'm sure it'll even itself out over the course of the series," Cowan said.

Cowan also empathized with his teammate Michael Hussey, whom umpire Marias Erasmus adjudged to be caught behind off Zaheer Khan.

"I feel for any batsman when he gets out. It's a bit of a gut-wrenching experience, doesn't matter whether it is first ball or when you're 150. Of course, I was disappointed for him," said Cowan.

He also pointed out that the two umpiring decisions completely changed the momentum of the game.

"It was a massive moment in the game. We'd just had a 100-run partnership and had wrestled back the momentum with another nearly 50-run partnership. We were probably half an hour away from really nailing them, grinding them into the dust. Today the momentum went against us because we lost two of our top-six, but that's the game and we'll take the good with the bad," Cowan added.

The Tasmanian admitted that he was surprised by his own lack of nerves on his debut.

"Strangely, I was not nervous, I can't explain why. I was a little anxious when we won the toss and batted, but no more than what we would've felt playing state cricket for Tasmania at the Bellerive Oval." I should've been a lot more nervous, I had to keep pinching myself to think 'mate you should be more nervous here, more anxious', but being relaxed really helped me through it and it felt like another bat-on-ball contest," he said.

Asked why he was took so much time to get going, Cowan said: "It didn't really feel like I was slow to get going. It felt like a new-ball wicket so in the first hour I was looking to leave the ball or play it late. It just felt like I was playing well. The runs came after lunch when they probably didn't bowl as well as they wanted to. But when they did bowl well it was hard to score."

this app is really darn handy and time-saving: although it does many things you can already do in Windows 7 (if you're handy), this just makes it easier/quicker to find tweaks you need. I've used it for a year already.

    Cons

But as with any or all of these types of utilities, a word of caution is necessary. Make sure you know what you're doing when you make any changes. You could end up with a messed up computer, like one guy in previous comments.

    Summary

It didn't take me long to realize that the majority of it's utilities are basically just shortcuts to Windows 7 operations.
If you're not experienced with computers chances are all you will find is a lot of frustration using this software, as it does not do a sufficient job of explaining anything. This can leave you with a ruined Windows 7 if you start meddling in the registry and deleting crucial things. I was pretty disappointed with this software, it wasn't at all what I expected.

UK's Prince Philip to leave hospital (AP)

LONDON ? Britain's Prince Philip left the hospital Tuesday, after undergoing treatment for a blocked coronary artery.

Philip, Queen Elizabeth II's 90-year-old husband, spent four nights in the hospital recovering from a successful coronary stent procedure. He was taken to Papworth, a specialist heart hospital in Cambridge, on Friday after complaining of chest pains.

It was the most serious health scare suffered by Philip, who is known to be active and robust. He has continued to appear at many engagements, most recently taking a 10-day tour of Australia with the queen.

For the first time in years he was forced to miss the Royal Family's traditional Christmas festivities, which include attending a morning church service, viewing the queen's annual Christmas broadcast together, and a shooting party on Boxing Day.

Philip did not speak to reporters as he was driven away from the hospital in a Range Rover Tuesday morning, though he smiled and waved to those gathered to film his departure.

He will return to Sandringham, the queen's private estate in rural Norfolk, to join the queen and other royal family members, Buckingham Palace officials said. The officials spoke on condition of anonymity in line with policy.

US 'to give Israel extra aid for rocket system'

Israel's defence ministry said on Sunday that the United States has agreed to provide it with an additional $235 million (180 million euros) to finance its rocket defence system.

"The aid from the American Congress is a supplementary step in the reinforcement of Israeli-American relations in the area of defence," Defence Minister Ehud Barak said in a statement.

The additional funds come on top of the three billion dollars of annual military aid given by the US to Israel.

This aid is entirely spent buying US weapons, in accordance with the terms of a 10-year bilateral deal signed in 2007.

Last spring, Israel put in place its "Iron Dome" anti-rocket defence system, financed by the US, to protect areas in southern Israel that are fired on from the Gaza Strip.

While the anti-missile batteries deployed near the Palestinian territory have offered some protection, they do not intercept all the rockets fired.

Queen Elizabeth's husband receives heart stent

Queen Elizabeth II's husband received a coronary stent Friday after experiencing chest pains, British royal officials said.

Buckingham Palace said Prince Philip, the Duke of Edinburgh, was taken from Sandringham, the queen's sprawling estate in rural Norfolk, to the cardiac unit at Papworth Hospital in Cambridge, where he will remain a "short time" for observation.

"The Duke of Edinburgh was found to have a blocked coronary artery which caused his chest pains,'' the palace said in a statement late Friday. "This was treated successfully by the minimally invasive procedure of coronary stenting.''

During stenting, a blocked heart artery is cleared and propped open with a small mesh tube called a stent. The stent is often fitted through a small incision in the chest during keyhole surgery.

Earlier, officials reported Philip, 90, would undergo "precautionary tests."

The Press Association said Papworth describes itself as the UK's largest specialist cardiothoracic hospital, treating more than 22,800 inpatient and day cases and 53,400 outpatients each year.

Will and Kate plan Pacific Islands trip for queen's jubilee

Philip is known for his good health and rarely misses royal engagements. He came down with a cold in October and canceled an overnight visit to Italy in order to recover. That illness came shortly after Philip accompanied the queen on a a busy 11-day official royal tour of Australia.

Upon his 90th birthday in June, he announced plans to cut back his official duties, but the BBC said that there had been no suggestion that Philip was in ill health recently.

Born on the Greek island of Corfu in 1921, he served in Britain's Royal Navy before marrying Elizabeth in 1947. They have four children, including the heir to the throne, Charles.

The prince has no clear-cut constitutional role. In private he is regarded as the unquestioned head of his family, but protocol obliges the man dubbed "the second handshake" to spend his public life one step behind his wife.

He has championed numerous charities over the years, but is advising the ones he heads to start planning an orderly transition as he plots the end of his working life.

It had been expected to be a traditional Christmas weekend for the queen's extended family, which now includes the former Kate Middleton, followed by a year's worth of festivities to mark the queen's 60th year on the throne.

Philip traditionally organizes the Boxing Day shoot at Sandringham, British press reported.

Most of the senior royals, including Prince William and his wife, now formally known as the Duchess of Cambridge, will be dispatched across the globe to help the aging monarch celebrate her Diamond Jubilee in grand style.

Elizabeth and Prince Philip had planned to mark the event with a series of tours throughout England.

The culminating celebration in London in early June had been expected to include an unprecedented pageant on the River Thames with up to 1000 boats taking part.

The Diamond Jubilee will mean extra overseas travel for many royals: Prince Charles and his wife, Camilla, will jet off to Australia, Canada, New Zealand and Papua New Guinea; William and Kate will represent the queen in Malaysia, Singapore, the Solomon Islands and the tiny island of Tuvalu; while Prince Harry is being sent to the Caribbean to tour Belize, Jamaica and the Bahamas.

Kate dazzles in black velvet, diamonds and rubies

The queen and Philip had planned trips throughout England, Scotland, Wales and Northern Ireland from late March to mid-July. She was then expected to help open the Olympic Games in July before beginning her summer holiday.

Palace officials said Friday that the royals had planned to attend a Christmas service at the Church of St. Mary Magdalene on the estate grounds.

The family traditionally exchanges gifts at Sandringham on Christmas Eve.

After the church service, the royals usually walk on the grounds, have a gala lunch, and gather to watch the queen's prerecorded television broadcast, a tradition that began with a radio address by King George V in 1932.

Cloud Copy: A Unified Clipboard [App Of The Day]

Moving text from your iPhone to your Mac usually involves copying it to an email. Sending the email. Copying it from the email and pasting it where I need to it go. Usually it's a URL or snippet of text I need access to while on the go. And getting text from the Mac to the iPhone is the same in reverse. Cloud Copy creates a cloud-based clipboard that makes copying and pasting between devices easy. More »

    A real sea change

International diplomats met two weeks ago at the UN Durban Climate Change Conference in South Africa to discuss a greenhouse gas reduction plan?displaying no urgency to reach any meaningful agreement. Meanwhile, researchers at the American Geophysical Union annual meeting in San Francisco are reporting what many scientists have suspected for a long time but have been thus far not been able to prove convincingly?that the world?s sea level is likely to rise by at least 3 feet in the next 100 years.

The vast Greenland ice sheet is melting at an increasingly rapid rate?much faster than most conservative estimates made by, among other authorities, the UN?s own Intergovernmental Panel on Climate Change (IPCC). In the last decade, scientific technologies have made fast advances toward more confident and precise measurements of the complex changes in the Greenland ice sheet.

Previous estimates by the IPCC were kept low because there was so much uncertainty in the measurements. Many suspected it was melting faster, but at best could only support such claims anecdotally. This scientific uncertainty has been cast erroneously by some as evidence that the risk of glacial melting was being exaggerated. It was always a distinct possibility that the ice sheets were melting more rapidly.

What?s more worrying is the range of possibilities is growing larger. Due to the nonlinear behavior of melting ice, a slight increase in the rate of melting now would result in an enormous difference in how much ice melts over the next 100 years. You can relate this powerful effect to how much a homeowner saves from a 1-2% drop in interest rates over the life of a 30-year mortgage.

Think of it this way?if sea level is forecast to rise 1 foot, it is really a mid-range estimate between 0.5 feet and 2 feet. If the mid-range estimate is now 2 feet or even 3 feet, the possible range suddenly expands from 1.5 to 6 feet. Our coastal inhabitants and managers must be able to comprehend the scope of what such a change would mean for us.

We can look to Louisiana to see a parallel. The Louisiana coast, made up of the expansive Mississippi Delta, has been ground zero for an ongoing coastal catastrophe for decades. Due to numerous man-made alterations, the delta is sinking, that is the sea level is rising, as much as 3 feet per century (leaving some portions of New Orleans 10 feet below sea level). As a result, one football field-sized area drowns on the Mississippi Delta every hour, 15 square miles every year.

At one time Louisiana had numerous strings of sandy barrier islands along the delta, some having served as popular resorts as far back as the mid- 1800?s. Those that remain today are shifting landward and shrinking in size faster than any other barrier islands in the lower US. Hurricanes have finished off most of the Chandelier Islands, Timbalier Island, and Isles Dernieres?and the remaining ones will eventually suffer the same fate.

The Chesapeake and the Albemarle-Pamlico estuaries are the next largest coastal wetland systems in the US. If the Mississippi Delta barrier islands and wetlands give us any insight about the future of the Outer Banks and the Albemarle-Pamlico system, they don?t stand a chance facing 3 feet of sea level rise.

The Outer Banks of North Carolina differ significantly from Louisiana?s barrier islands. Louisiana never had one continuous unbroken line of islands; the Outer Banks are wider and higher in many places. We may not see a total collapse of the entire Outer Banks but it is a virtual certainty that we will see the islands migrating toward the mainland. Patch-up jobs will not suffice. Within the sounds, the marsh and swamplands will disappear in a similar fashion to the Louisiana marshes.

There is no credible reason to believe that sea level will not continue to rise indefinitely. The year 2100 is not the end of time. Will 3 feet become 6 feet or 10 feet? There is enough ice in the Greenland ice cap to raise sea level by 20 feet, and Antarctica has 10 times more ice than Greenland. Whatever happens centuries from now, the immediate future has enough potential for catastrophic change that we can?t just bury our proverbial heads in the sand and hope that we can patch up our beaches or stick our fingers in the dike.

It is time to make bold and innovative changes to our future economic and environmental planning for our coast. In the past we worried about saving a few beach houses; we must see that the news we are receiving now threatens our entire coastal economy.

Eight U.S. Troops Charged Over Soldier's Apparent Suicide In Afghanistan

In a letter to his family who live in New York, Chen wrote about being taunted about his ethnicity.

"People crack jokes about Chinese people all the time. I'm running out of jokes to come back at them," one of the letters read.

The eight soldiers charged were named as 1st Lieutenant Daniel J. Schwartz, Staff Sergeant Blaine G. Dugas, Staff Sergeant Andrew J. Van Bockel, Sergeant Adam M. Holcomb, Sergeant Jeffrey T. Hurst, Specialist Thomas P. Curtis, Specialist Ryan J. Offutt and Sergeant Travis F. Carden.

Five of the men ? Offutt, Curtis, Hurst, Holcomb and Van Bockel ? each face a list of charges, the most serious of which include negligent homicide, involuntary manslaughter, reckless endangerment and multiple counts of maltreatment.

Dugas is charged violation of a general direction, dereliction of duty and of making a false statement. Carden is accused of maltreatment, assault and violation of a general regulation.

The most senior of the eight, Schwartz, faces eight counts of dereliction of duty. All charges have been laid under articles outlined in the U.S. Uniform Code of Military Justice.

In April the Asian American soldier Harry Lew fatally shot himself after he was subjected to hazing by fellow Marines after repeatedly falling asleep while on guard duty. Three of Lew's colleagues have been court martialed over incidents leading up to the death in Helmand province.

Meanwhile, in the southeast Afghan province of Ghazni on Wednesday, five Polish soldiers were killed after their vehicle was struck by an improvised explosive device. It was the worst single incident the 2,500-strong Polish contingent has suffered since the war started.

Power plant closures to cost US towns jobs, taxes (AP)

For more than 90 years, the coal-fired power plant in Glen Lyn, Va., has been churning out electricity and contributing to local prosperity. Of late, it has generated nearly a quarter of the revenue for the $1 million budget of the town.

Yet when the plant ultimately shuts down to comply with new federal air pollution regulations by the end of 2014, says Town Manager Howard Spencer, so too might the community of 200.

"If the town lost all of that revenue," he says, "we would struggle to even continue to be incorporated."

An Associated Press analysis has found that more than 32 mostly coal-fired power plants in a dozen states will be forced to close because of the new, more stringent regulations. Another 36 plants are at risk of closing.

No lights will go dark. But the Environmental Protection Agency has estimated that 14.7 gigawatts ? enough power for more than 11 million households ? will be retired from the power grid in the 2014-15 period when the rules take effect. One rule curbs air pollution in states downwind from dirty power plants. Another sets first standards for mercury and other toxic pollutants from smokestacks.

The effect is greatest in the Midwest and in coal belt states such as Virginia and West Virginia, where dozens of units are likely to shut down.

Take Giles County, where American Electric Power's Glen Lyn plant is located, and where 44 jobs are on the line.

County Administrator Chris McKlarney worries about the $600,000 tax-revenue hit his $40 million budget will take. But that's just one concern involving a plant and workers whose community contribution is "hard to quantify."

"They've done so much donation-wise for local causes ... And they're really good people working there," he said. "They're coaches in Little League sports, involved in the Parent-Teacher Organization ? you lose those kind of people, it's tough."

And they're good jobs ? stable, well-paying positions with good benefits in places where such things can be hard to find.

The closures, though, have long been anticipated. The average age of the plants that could be sacrificed is 51 years.

Many plants, such as the one in Glen Lyn, began ramping down production more than a year ago, firing up only when demand surged. Many workers have transferred to more modern plants or are making plans to retire.

To be sure, there will be pain. The smaller the community, the deeper it's likely to be felt. Tax revenues will drop, and communities will struggle to make up the difference.

In Rivesville, W.Va., where Ohio-based FirstEnergy is closing an old plant, the slow death began long ago. Mayor Jim Hershman, who worked at the plant for 25 years before retiring, says it had about 40 employees until a year ago when most transferred out.

Few of the 10 left even live in the north-central West Virginia community of 1,200, Hershman says. The town stands to lose $40,000 in utility tax revenue ? one-fifth of its total budget.

On the surface, the loss of 60 jobs at AEP's Kammer Plant near Moundsville, W.Va., may also seem small, said City Manager Allen Hendershot. The plant is outside the limits of the city of 9,000, so it has no direct impact on the budget. Yet there's a trickle-down effect on companies that supply materials and services for its day-to-day operation.

"It's hard to put an exact number on it," Hendershot says. "It's the coal mine jobs, the trucking jobs, the maintenance jobs."

Utility bills are certain to rise as plants go offline and others are retrofitted to meet the new regulations.

But the lights will stay on.

"It won't be like you're just pulling a plug out of the wall at those plants and they'll instantly shut down," said Brian Bretsch, a spokesman for St. Louis-based Ameren Corp.

That company, for instance, plans to finish mothballing plants near Hutsonville in eastern Illinois and Meredosia on the other side of the state by next spring.

Most of the 90 Ameren employees affected have already agreed to relocate, Bretsch said, and many others are retiring.

Roger Eddy, superintendent of the Hutsonville district schools and a Republican legislator, said he expects to recoup at least some lost revenue from the state. Farmland, commercial or residential property owners might face higher taxes, too.

"When this came out, people here were really like, `This is going to kill the school district.' It won't," Eddy said.

"I don't see any destitution coming from this," agreed Hutsonville Township supervisor Mike Gray.

Ameren still owns the property, and it will continue to generate property tax revenue for the community of 1,800. At least, he said, until someone challenges that.

In Hammond, Ind., where the State Line Power Station on Lake Michigan near Chicago is scheduled to close March 31, Mayor Tom McDermott Jr. has mixed feelings.

Like other community leaders, he worries about job losses, the effect on vendors and higher electric bills for people who can barely afford to keep their heat and lights on now.

But State Line is one of the dirtiest coal plants in the United States, "and it's in our backyard," he said. "I understand we need to move forward and we need to clean up our environment."
